Evelyn DeGolyer
Evelyn M. DeGolyer, CNL, APN, MSN-RN
Evelyn DeGolyer is a Clinical Nurse Leader with more than 20 years of experience in nursing leadership, long-term care, rehabilitation, and infection prevention. She has served as a Director of Nursing, Staff Development Coordinator, and Infection Preventionist, focusing on workforce development, regulatory compliance, and quality improvement. Passionate about mentorship and professional growth, Evelyn works to strengthen healthcare teams through education and collaborative leadership. She brings both frontline clinical insight and executive experience to the Louisa County Workforce Committee and is committed to supporting sustainable workforce solutions that benefit local businesses, employees, and the broader community.
Cliff Gregory
Cliff Gregory is the Rural Reentry Services Coordinator for OAR (Offender Aid & Restoration) with Jefferson Area Community Corrections. A Fluvanna County native, he brings over 25 years of professional experience and a strong commitment to community service. Since joining OAR in November 2023, Cliff has helped facilitate more than 100 job placements across Central Virginia, supporting successful reentry after incarceration. He holds a Bachelor of Science in Business Administration from Virginia Union University and is guided by the belief that true success is measured by how we uplift others. Cliff is married and has three adult children.
Tracy Hale Clark
Tracy Hale Clark has served as Executive Director of the Louisa County Chamber of Commerce and the Louisa Forward Foundation since February 2019. With more than 30 years of marketing and leadership experience, she has significantly expanded the Chamber’s reach and strengthened its strategic impact.
Under her leadership, membership has grown substantially and the organization’s annual budget has nearly doubled through enhanced programming, partnerships, and grant funding.
Tracy was instrumental in establishing the Louisa Forward Foundation, a 501(c)(3) created to support long-term community and economic initiatives. She serves on the Louisa County Tourism Advisory Council and currently serves as Chair of VACCE.
In August 2023, she was recognized as Chamber Executive of the Year by VACCE for her leadership, professionalism, and measurable impact in advancing chamber excellence across Virginia.
Dee Jackson
Deondra “Dee” Jackson is an experienced HR professional with a robust background in talent acquisition, workforce development, and organizational improvement. With over a decade of experience working across various industries including utilities, healthcare, and finance, Dee has proven expertise in recruiting, employee engagement, and retention strategies. Currently serving as a Talent & Organizational Development Manager at REC, Dee specializes in recruiting for technical and executive positions, while also driving initiatives to improve talent acquisition processes and enhance employee development programs.
Her strong communication and leadership skills have led to successful collaboration with hiring managers and strategic partners to meet organizational goals. Dee has a solid track record in building talent pipelines, developing recruitment strategies, and fostering positive relationships with both candidates and stakeholders. Her experience spans across developing new programs for talent sourcing, managing contingent workforces, and advising senior leadership on staffing strategies to ensure long-term success.
Dee's educational background includes a master’s in management with a focus on Human Resources, and she actively contributes to the community through board memberships and industry conference presentations. With a passion for workforce development, Dee brings a wealth of knowledge and practical insight to the panel discussion.
