Recreation Supervisor

Summary:

Reporting directly to the Deputy Director of Parks & Recreation, the Recreation Supervisor plans, directs and administers a comprehensive recreation program including health and wellness programs, youth and adult sports, and special interest activities. He/she will coordinate the use of facilities at various sites throughout the County in conjunction with school officials, civic organizations, area associations and the Louisa County Parks and Recreation Department. He/she will also establish and maintain sound public relations between Association representatives, instructors, volunteers, participants, parents, and the Department by demonstrating a proven and comprehensive understanding of the principles and ideals of recreation in a public setting, including but not limited to, knowledge of the basic methods and techniques of organizing and scheduling programs, facilities and facilitating league play when appropriate. This is an exempt level position.

Essential Functions of the Position:

  • Plans, schedules, directs and evaluates activities that will promote and maintain an environment that will provide a positive experience for all participants, spectators and the community.
  • Performs fiscal and budget functions necessary to assist in the preparation of the budget and other special reports, and overseeing expenditures and revenue as they relate to recreational programs.
  • Recruits, trains, (or arranges for training) supervises and evaluates Site Supervisors, Instructors and other part-time and volunteer recreational personnel.
  • Develops and organizes County sponsored recreational programming for adult and youth in several of the following programming areas as determined by the Deputy Director: sports and fitness, and special interest/education programs.
  • Researches and recommends new and innovative programming ideas in order to proactively accomplish the goal of meeting the diverse interests and needs of a progressive population.
  • Evaluates the needs of programs and facilities, recommends necessary action to the Deputy Director of Parks & Recreation in order to meet program objectives.
  • Builds and maintains professional working relationships with internal/external constituents such as school administrators, organization leaders and Parks & Recreation staff in cultivating a harmonious relationship with the shared use of facilities for recreational programs.   
  • Researches and maintains a current knowledge of recreation trends, health and safety mandates as it relates to the department’s recreational programs and reports relevant information to the Deputy Director of Parks & Recreation.
  • Assists in the research, promotion and development of new recreational facilities within the County.
  • When working with athletic programs, responsible for scheduling field usage and maintenance for school athletic fields after hours and during summer months.
  • Responsible for coordinating use of appropriate facilities for department activities at a variety of locations and ensuring appropriate supervision of such sites.
  • Responsible for visiting program sites on a regular basis.
  • Purchase supplies for programs and special activities as needed.
  • Builds support for programs by maintaining positive relationships with participants and their families through communication to the public and participation in community meetings and organizational planning.
  • Responds to telephone inquiries, prepare memorandums and correspondence, and produces promotional materials for upcoming programs and events.

Additional Functions:

  • Performs other duties as assigned by the Director of Parks & Recreation.

Required Knowledge, Skills and Abilities:

  • A thorough knowledge of management principles and practices, departmental administrative and program practices, and County policies and procedures, along with a proven and comprehensive understanding of the principles and ideals of recreation along with an in-depth knowledge of the basic methods and techniques of the day-to-day operations of recreation activities and staff.
  • Demonstrated ability to: interpret, apply and manage others on administrative and program policies, procedures; train others, provide guidance and leadership to others; knowledge of budgetary practices, accounting, record management procedures and payroll practices.
  • In addition, knowledge of business and management principles involved in the planning, directing, leadership approaches, production methods and coordination of people and resources, creativity in program design and marketing, and excellent computer skills also required.
  • Demonstrated ability to communicate effectively, both orally and in writing, along with excellent customer service skills to deal with a broad spectrum of individuals both in person and over the telephone. This includes, but is not limited to, children, parents, co-workers, public officials, school administration personnel and citizens.
  • The ability to exercise sound professional and personal judgment, discretion, tact and resourcefulness and make independent decisions in accordance with established policies and procedures when problem solving.
  • Must be able to establish and maintain effective, successful, professional working relationships with co-workers, public officials, customers, and the public in a positive and tactful manner under sometimes stressful and sensitive situations to resolve issues tactfully and diplomatically.
  • Computer skills also required to operate a personal computer and the associated departmental software and technology to establish and maintain accurate and complete records and to access, manipulate, and verify data.
  • Ability to accurately maintain complex records and prepare reports from such records along with the ability to compose and prepare effective correspondence.
  • Ability to initiate and complete difficult tasks, exercising independent judgment and creativity, with keen attention to detail are essential.
  • Must have a proven ability to maintain professional ethics.
  • Must have a proven ability to maintain confidentiality.
  • Must be able to demonstrate sound organizational, analytical, and problem solving skills, effective listening skills and the ability to understand and follow directions.
  • Mathematical skills required to calculate percentages, formulas, and averages to solve mathematical problems and make mathematical computations with accuracy.
  • Knowledge of best practices of office procedures, English, grammar, and punctuation.
  • Skill in typing, along with the ability to read, spell, proofread, file alphabetically, numerically, and chronologically.
  • Ability to write clear and concise specifications.
  • Knowledge and clear understanding of applicable laws, regulations, functions, business methods, markets and practices.
  • Requires regular attendance and adherence to County policies and procedures regarding absences and tardiness and requesting time off from work.

Education, Experience and Training:

A Bachelor’s degree preferred or any equivalent combination of education, experience and training sufficient to demonstrate the knowledge, skills, and ability to perform the essential functions of the position.  Two-three years’ experience in organized recreational programs or related field strongly desired.

Working Conditions:

  •  Environmental: Employee is subject to both inside and outside conditions.   Exposure to moving mechanical equipment.
  • Physical Effort: Light to moderate work, exerting up to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • Hazards:

The regular workweek is Monday through Friday from 8:30 a.m. until 5:00 p.m. with a thirty-minute lunch break.  This position will require a flexible schedule to accommodate the needs of the Department and the County to include evening, weekend and occasional holiday hours.   

Special Conditions or Requirements:

  •  Must be willing to submit to a criminal background and Motor Vehicles check.
  • Must consent to drug testing consistent with Louisa County’s Drug-Free Workplace Policy.
  • Must possess a valid Driver’s License.
  • Must maintain a driving record consistent with insurance industry standards in order to drive a County vehicle.  
  • Must be 21 years of age.
  • Twelve (12) month probationary period.
