Code Compliance Officer

Summary: 

Reporting to the Director of Community Development, the Code Compliance Officer is responsible for investigating and resolving complaints involving suspected violations of County ordinances administered by the Department of Community Development. The officer performs field investigations, prepares code cases, reports, records and other documents necessary for successful code enforcement. The officer also presents oral and written testimony at hearings or trials. The Code Compliance Officer will also implement the administration, permitting, inspecting, plan review, and enforcement of required state sediment control regulations and Louisa County ordinances relating to the environment, solid waste, and land development. The candidate will also perform general office duties related to the same. The position requires the ability to obtain Erosion and Sediment Control Inspector certification within one year of being hired.

Essential Functions of the Position: 

• Implements the administration, permitting, and enforcement of the requirements of the County’s erosion and sediment control, solid waste, and land development ordinances.

• Works with water resource protection and drainage issues. Prepares written correspondence, enforcement letters, notices and orders, and staff reports.

• Attend public meetings as needed and make public presentations as required. Meets with developers, builders, business owners, and residents to review suspected violations, and explaining the intent, purpose, and requirements of various codes, and corrective options and procedures to gain compliance. Provides direct assistance to the County Prosecuting Attorney and appears as an expert witness in judicial and other hearing proceedings.

• Coordinates with interdepartmental and intradepartmental staff as necessary. Assists in code development.

• Performs residential building inspections and plan reviews to determine code compliance with local and state codes, ordinances, regulations, and standards for soil and erosion.

• Communicates with citizens regarding inspections and code requirements and standards; assists with recommendations for best practices.

• Performs a variety of general office duties; maintains files and records.

• Performs the other duties of the Community Development Staff as needed or required.

Additional Functions:

• Performs other duties assigned by the Director of Community Development; Building Official/Deputy Director; and Erosion and Sediment Control Administrator.

• Responsible for identifying grant opportunities and developing, preparing, and submitting grant applications for the department.

• Monitors legislation and regulations for impacts to environmental guidelines, programs, and standards.

Required Skills, Knowledge and Abilities:

• Virginia DEQ Erosion and Sediment Control Plan Reviewer certification.

• The position requires a working knowledge of the philosophies, principles, practices and techniques of rural/urban planning and land development.

• Thorough knowledge of the various ordinances, codes and regulations pertaining to planning, zoning, and code enforcement.

• Ability to present results of research effectively in oral, written, and graphic form.

• Ability to establish and maintain effective working relationships.

• Excellent communication and organizational skills, both verbal and written.

Education, Experience and Training:

At least one year of work experience in zoning, building, or related code compliance activities or any combination of education, experience and training which demonstrate the essential functions of the position. Virginia DEQ Erosion and Sediment Control Certified Inspector due within one year of hire. Previous local government experience preferred.

Working Conditions:

• Environmental: Work is typically performed in indoor/outdoor settings including construction sites. The department is currently open to the public Monday through Friday from 8:30 a.m. until 5:00 p.m. This position will require a flexible schedule to accommodate the needs of the Department and the County to include evening, weekend and occasional holiday hours.

• Physical Effort: Light to moderate work, exerting up to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. The employee is primarily subject to inside environmental conditions.

• Hazards: The employee is primarily subject to inside environmental conditions. Occasional exposure to weather conditions.

Special Conditions or Requirements:

•Must be willing to submit to and pass a criminal background and Motor Vehicles check.

•Must consent to and pass a drug testing consistent with Louisa County’s Drug-Free Workplace Policy.

•Must possess and maintain a valid Virginia Driver’s License.

•Must maintain a driving record consistent with insurance industry standards in order to drive a County vehicle.

•Twelve (12) month probationary period; six (6) month probationary period if selection is an internal County candidate.

•Selected employee shall become a Certified Zoning Official by taking classes and passing an exam administered by the Virginia Association of Zoning Officials within the first year of employment.

Grade: 115 Salary Range: $45,163.41 - $74,519.62
